Boulder County Advisory Boards and Commissions

Advisory boards and commissions give residents the opportunity to have their voices heard within Boulder County government. The County, in turn, benefits from this citizen input. Read about the  boards and commissions below.

Boulder County is now recruiting to fill vacancies on our boards and commissions. The deadline to submit applications is 4 p.m., Friday, Jan. 30.

ADULT PROTECTION REVIEW TEAM

Note: This board has a membership primarily comprised of agency representatives. The Commissioners’ Office only recruits for and appoints two Citizen Representatives.

PURPOSE: The purpose of the Boulder County Adult Protection Review Team is to ensure a broad range of community services are available to at risk adults:

“At Risk Adult” means an individual eighteen years of age or older who is susceptible to mistreatment or self neglect because the individual is unable to perform or obtain services necessary for the individual’s health, safety, or welfare or lacks sufficient understanding or capacity to make or communicate responsible decisions concerning the individual’s person or affairs.

MEMBERSHIP:  Not to exceed 24 individuals, nor be fewer than 10

TERM:  3 years

MEETINGS:  2nd Thursday of the month, 12:30-2:30 p.m., Longmont Senior Center, 910 Longs Peak Ave, Longmont.

AGING ADVISORY COUNCIL

PURPOSE: The Aging Advisory Council helps in the administration and planning of Older Americans Act programs; gathers information and ideas that could help to coordinate the delivery of senior services and respond effectively to the needs of older adults throughout Boulder County.

MEMBERSHIP: Up to 22

TERM: 3 years; members can only serve 2 full terms as per AAC bylaws

MEETINGS: Meets every other month, 1st Friday of the month from 9 a.m. - noon; location varies. No meeting in November.

BOARD OF ADJUSTMENT

PURPOSE: Hears appeals and grants variances by statutory authority to the Boulder County Land Use Code.

MEMBERSHIP: 5

TERM: 1-2 years for new appointees; 3 years for re-appointed members

BOARD OF HEALTH

PURPOSE: To establish policy for Boulder County Public Health (BCPH) and to oversee the broad functioning of the agency. The Board also hires and supervises the Public Health Director.

MEMBERSHIP: 5

BOARD OF REVIEW

PURPOSE
: Hears and decides, by statutory authority, technical appeals to the interpretation of the Uniform Building Code.

MEMBERSHIP: 5 Members; 2 Associate Members

TERM: Three 3-year terms; Two 2-year terms; Two 1-year terms

CITIZENS CULTURAL ADVISORY COMMITTEE

PURPOSE: To develop recommendations to the Board of County Commissioners regarding the yearly distribution plan within Boulder County for the County's portion of the Metropolitan Scientific and Cultural Facilities District sales tax collected.

MEMBERSHIP:  9

TERM: Varies between one to three years, rotating appointments
Note: terms run from Sept. 1 - Aug. 31

MEETINGS: First meeting is held in September, date to be announced. Thereafter, meetings are on the 2nd Tuesday of each month from 6:30-8:30 p.m., Commissioners' Conference Room, 1325 Pearl St., Boulder

CITIZEN REVIEW PANEL

PURPOSE: To review and make recommendations concerning grievances of alleged inappropriate conduct by the Boulder County Department of Social Services personal in the performance of their duties.

MEMBERSHIP: 5 regular members and 2 alternates

TERM: 3 years

MEETINGS: As needed (when a complaint is registered).

LOCATION: Location that accommodates the client

COMMUNITY ACTION PROGRAMS ADMINISTERING BOARD

PURPOSE: To oversee program development that provides opportunities for education, self-sufficiency and community involvement for disenfranchised and low-income people.

MEMBERSHIP: 15 members:

  • 5 from the private sector

  • 5 from the public sector

  • 5 from the sow-Income sector

TERM: 2 years

COMMUNITY CORRECTIONS BOARD

PURPOSE: To screen and approve state funding for halfway house placements in Boulder County; monitor community based alternatives to incarceration and act in an advisory capacity on relevant criminal justice issues.

MEMBERSHIP: 4 Agency Representatives; 9 Citizen Representatives

DOMESTIC ABUSE PREVENTION PROJECT ADVISORY BOARD

PURPOSE: This board will advise the Community Services Department, as well as the Board of Commissioners on issues related to domestic violence in Boulder County.

Note: This board has a membership primarily comprised of agency representatives. The Commissioners’ Office only recruits for and appoints two Citizen Representatives.

EXTENSION ADVISORY COMMITTEE

PURPOSE
: Plans and reviews Cooperative Extension activities and assists in legislative activities that support the Extension.

MEMBERSHIP: 9 appointed by the Commissioners, plus 2 ex-officio members. Additionally, the Extension Service Advisory Committee appoints up to 9 members who represent program areas such as Agriculture, Nutrition, 4-H.

TERM: 3 Years

MEETINGS: Council meets in January, April, July and October. Meetings are held on Wednesdays from 5-7 p.m., but the dates vary. Location: Boulder County Fairgrounds Extension Office, 9595 Nelson Rd., Longmont

FAMILY SELF-SUFFICIENCY ADVISORY BOARD

PURPOSE: To assist Boulder County, City of Boulder, and City of Longmont to plan, develop, and implement Project Self Sufficiency programs.

FIRE CODE REVIEW COMMITTEE

PURPOSE: Reviews fire codes proposed for adoption to Boulder County Fire Protection Districts and makes recommendations to the Board of County Commissioners.

FOOD AND AGRICULTURE POLICY COUNCIL

PURPOSE: To connect the community to local farmers and agricultural food systems by influencing policy that improves our
community’s access to nutritious foods, sustains biodiversity,
encourages responsible stewardship of ecosystems, and
promotes productive and profitable agricultural development.

MEMBERSHIP: 10-13

  • 3-4 Agriculture Production representatives
  • 3-4 Business/retail representatives
  • 1 Community Food Share representative
  • 4 Members-at-large

TERM: Staggered 3-year terms
(Note: Terms run from March 1 to February 28)

GUNBARREL PUBLIC IMPROVEMENT
DISTRICT ADVISORY COMMITTEE

PURPOSE: Advises the Improvement District Board on issues pertinent to the implementation of the provisions of the 1993 ballot issues regarding open space acquisition and local transportation improvements, based on input from the citizens of the district.

MEMBERSHIP: 5-7 Members and 1 Ex-Officio Member

TERM: 2 years

MEETINGS: As needed; at least one public meeting per year.

HISTORIC PRESERVATION ADVISORY BOARD

PURPOSE: Decides on designations of historic structures and sites, assists in the development of the historic survey, provides historic preservation education and assists county staff in determining the historic significance of structures older than 50 years for which a building permit has been applied.

MEMBERSHIP: 7 to 9 members:

  • 1 member knowledgeable in mining practices and the history of mining in Boulder County
  • 1 member knowledgeable in agricultural practices and the history of agriculture in Boulder County
  • 1 member who is an architect
  • 1 member who is a member of the historic preservation community
  • 1 member who is not affiliated with the historic preservation community
  • 2-4 member-at-large representatives

TERM: 3 years

MEETINGS: 1st Thursday night of each month at 6 p.m. (unless canceled due to a lack of dockets), Commissioners' Hearing Room, 1325 Pearl St., Boulder.

Note: There are also occasional site visits and subcommittee meetings that usually meet during business hours.

MOSQUITO CONTROL ADVISORY BOARD
Application (PDF)

PURPOSE: To protect the health and well-being of the people and environment in the Boulder County Mosquito Control District through:  promoting an integrated pest management program; collaborating with other agencies to control mosquito-borne diseases; educating the citizens of the Boulder County Mosquito Control District to assist in identifying and reducing mosquito breeding sites around their homes and neighborhoods; and advising the County Commissioners and Boulder County Public Health on mosquito control activities and needs.

MEMBERSHIP: 5-7

TERM: 3 years

MEETINGS: 3rd Tuesday of the month for (January-October) from 6-8 p.m., Boulder County Public Health, 3450 Broadway, Boulder

NIWOT LOCAL IMPROVEMENT DISTRICT ADVISORY COMMITTEE

Forms:

PURPOSE: The committee serves as an independent board to provide the Boulder County Commissioners with recommendations for improvements to the Niwot Local Improvement District (LID). The Committee will prioritize expenditures for the LID sales tax revenue for projects including but not limited to capital improvements, community events and promotion, transportation, and transit improvements. The committee will report back to the Boulder County Commissioners who serve as the Board of the Niwot LID.

MEMBERSHIP:  7

  • 1 Niwot Business Association representative
  • 1 Niwot Community Association representative
  • 3 Business representatives
  • 2 Members-at-Large

TERM: Staggered (1-5 years)
(Note: Terms run from March 1st – February 28th)

PARKS AND OPEN SPACE ADVISORY COMMITTEE

PURPOSE: Makes recommendations to the Board of County Commissioners on open space acquisitions and management issues.

PLANNING COMMISSION

RESOURCE CONSERVATION
ADVISORY BOARD

PURPOSE: To advise the Board of County Commissioners on major waste diversion policies and strategies. At the direction of the Board of County Commissioners, to develop policy and action recommendations for a long range county-wide
solid waste management plan
.

MEMBERSHIP: 20 Members:

  • 1 appointed representative from each of the 9 municipalities in the county
  • 1 appointed representative from the City and County of Broomfield
  • 1 appointed representative from unincorporated Boulder County
  • 5 at-large members appointed by the Board of County Commissioners
  • 1 representative, appointed by the Commissioners, from each of the following agencies: Eco-Cycle, Center for ReSource Conservation and CU Recycling
  • 1 representative from the Boulder County Commissioners' Office

TERM: 2 or 4 years

Note: New members will serve a 4-year term. Reappointments will serve a 2-year or 4-year term. Length of term will be decided by the Board of County Commissioners for the At-Large positions. Cities and
towns will decide for their municipality.

SOCIAL SERVICES ADVISORY COMMITTEE

PURPOSE: This committee serves as advisors to the Boulder County Department of Social Services; serves as a vehicle for education and communication with community leaders, citizens and clients; and enables community leaders, DSS volunteers, citizens and clients to make recommendations on improving the effectiveness of the Social Services Department.

MEMBERSHIP: 10 members, appointed by the Board of County Commissioners

TERM: 3 years
